Billy moved with his family to north central Kansas when he was a small child. He attended the Beloit public schools and graduated from Beloit High School in 1978.

Besides working, Billy was a very caring, family oriented person. He loved his nieces and nephews and enjoyed being with them. When not working or with family, he enjoyed racing cars and trucks.
He was preceded in death by one infant sister, Kathy Noah.
Left to mourn his passing and celebrate his life are his mother Virginia Noah of Maryville, TN, his father Ed Noah of Downs; one son Brian Snow of LaCrosse, KS; four sisters Cindy Noah, Barbara Schreiber and husband Al of Maryville, TN, Lisa Noah of Downs, Paula Noah of Louisville, TN; a host of many nieces, nephews and friends.
